Wonder have they been reconed or not? It's hard to tell.
Clearly obvious to me, no question in my mind.

Take your pick of the evidence.

Sharp cut edges and bright white fibers exposed on the spiders.

Tinsel leads that look like they were just rolled off a new spool.

Blue cone color, that came along about 30 years after the first 604's.

Then of course there's the cone number that begins with a "W".

Subjective evidence:

Glue joints and the felt dust guards themselves are a little rough for a factory job.

Seller attempts no claims that the cones are original, if they were to the best of his knowledge, he surely would have stated the fact, particularly when he specifically mentions the networks and wiring are original. Seller is in fact careful not to suggest or imply that the cones are original.

Having had my hands on more than one early 515/604, i can assure you those would never ever be passed off as original to myself or any of my acquainted Altec enthusiasts.
